Essay

The thesis is devoted to research of internal and external factors influence upon the formation of Ukrainian policy in the sphere of international military products transfers and elaboration of the mechanisms for enhancing its effectiveness. It reveals system character of the national arms export and world market of military products, with all the criteria distinctive for social systems. The categorical system of the problem researched is enlarged by introduction of a concept "national system of arms export" that can be defined as a structured complex of subjects that interacting with each other due to specific kind of their activity secure participation of the state in the international transfers of military products. Implementation of functional tasks allotted to the national system of arms export is secured by means of the corresponding policy that should be correlated with the environment. Its legal aspect has internal and external dimensions and is formed by: constitutional assignment of the sovereignty of Ukraine and its right for foreign political and economic activity, creation of the necessary national law field and state's admission to the system of international relations by means of accession to various international organizations and regimes, in particular to those, elaborating common rules of export control. In case of Ukraine, its full participation in the international arms transfers that stipulates membership in international export control agreements vastly depended on the position of the United States.
