The author studies interrelations between personal and environmental factors influencing formation and implementation of the foreign policy of a state. The thesis provides an in-depth look into environmental conditions which facilitate the influence of a personality on international relations. It also offers new ways for building psychological portraits of political leaders. Such portraits should provide international relations scholars with an opportunity to better describe and even more important to better predict political behavior on the international scene
