Bunyak N. Economic mechanism for forming potatoes market

The object of research: farm enterprises of various type of ownership and farming in Ukraine, personal part-time farms in three districts of Chernihiv oblast, processing enterprises, city markets. The aim of research: working up and substantiating ways to improve mechanism of forming and operating potatoes market in establishing market relations and changing types of ownership and organizational structure in agricultural sector. The main methods: statistically-economic, monographic research, calculating and constructive, abstractedly-logical, balanced methods and the others. Theoretical and practical results: methodological approaches are offered to the problems of forming and operating potatoes market as a single economic mechanism directed towards the recovery of potatoes production in farm enterprises and the development of potatoes-processing enterprises; supply and demand problems at regional level and factors determining them are shown; the ways to improve pricing mechanism and potatoes marketingare offered; economic expediency is determined for mechanism of economic stimulation to be applied to potatoes production location according to natural and economic zones. Scientific novelty of the thesis: is extensive investigation of the problem in forming and operating potatoes market in transitional period to market economy. Definition of economic mechanism to form market has been adjusted; approximate potatoes production cost levels as the lowest admissible producer price are estimated for farm enterprises under various production conditions and yeald levels; the recoupment of potatoes costs is determined when applying various fertilizer doses; economic efficiency of potatoes production and its marketing is determined for personal part-time farms; comparative analyses of the pattern of potatoes utilization and its marketing by different ownership-type producers are carried out; proposals for the necessity of potatoes production concentration and its shifting to innovation model of development are substantiated; pattern of efficient potatoes utilization by part-time farms is justified; proposals relating to the creation of procurement points and marketing cooperatives, and wholesale market network in potatoes-producing areas are designed; the role of processing enterprises is substantiated in forming regional potatoes subsector under market conditions. Implementation rate: recommendations worked up in this study are used by Chernihiv oblast state administration's Agriculture and Food Board, and Chernihiv Agribusiness Institute. Efficiency: raises the use level of resource potential for potatoes production subsector, makes better the process of formation for potatoes market, improves the economic mechanism of regulation for market relations in Ukraine.
