On the basis of the analysis of scientific literature, norms of international law, national legislation and practice of their application dissertation makes research into the general rules and tendencies of the modern development of human rights institution, as well as into certain transformations of the methodological basics of this phenomenon research. Besides, it makes an attempt to formulate system of the fundamental basics of the modern interpretation of the human rights phenomenon and outlines certain possible trends of further research of human rights phenomenon in the framework of the science of General Theory of State and Law. "
