Pavlenko P. Theoretical matters of the legal status of a state employee.

The dissertation is devoted to the problem of the legal status of a state employee from the point of view it's setting, formal confirmation and functioning of the institute of the state service. The state service is dealt as a state formation of the social character. Now it must be directed to the democratization of a state organization and a society, serve and be responsible for it's activity. The historical and theoretical ground for appearing the teaching of the state service is analized in the work, the comparative analysis of the Ukrainian and foreign models is undertaken too. The process of formulating the concepts of "a state service", "a state employee", "the legal status of a state employee", "the legal status of the employee of the Internal Affairs bodies" is given in the work. The classification of the state employees positions is proposed in the work. The legal status of a state employee and the IAB employee is examined through the public and legal signs, the characteristics of the structural elements: rights, duties, powers, limits, legal and social guarantees.
