The object is a process of training of phonetic-orphoepical competence of students of philological faculties of high educational institutions; the aim to create of the preparing models; to reveal the pedagogical conditions of formation of POC; the methods are theoretical , emperical, statistical; the new approach lies in scientifically explanation of content of POC; criteria, parameters, levels of forming of phonetic knowledge and phonetic skills of student were revealed; the didactic-tool model of formation of POC was elaborated; conformities of natural laws, tendencies of formation of the examined phenomenon were revealed; the basic educational-research materials took root into practice of training of the Ukrainian phonetics and orphoepia in the high school; the field is pedagogical.
