The thesis is dedicated to theoretical, methodical and practical questions of the analysis of a status and usage of a fixed capital, application of financial leasing as source of their updating. In activity the organizational and legal problems of realization of registration policy of a fixed capital are analyzed. The approach to quantitative determination of value "of decreasing of utility ". The analysis of a status and usage of a fixed capital is conducted, correlative - regressional of the analysis of an economic efficiency of functioning of a fixed capital. Is detailed and has received the further development concept "financial leasing". Is adduced classifications of structural subdivisions of the national operator. The approach to forming a system of parameters for comparison of versions of efficiency of financial leasing and long loan of bank from the party loaner is offered. The scheme of creation the leasing company in branch of communication is justified.
