Priority tasks of the SEZ are formulated taking into consideration the peculiarities of the tranzition period. Ways to improve the methods of planning and evaluation of the effectiveness of the SEZ are grounded. The main aims, types and forms of the realization of the programmes of the development of small and middle enterprise on the territories of the special economic zones are proposed. The succession of programme measures and decisions within the framework of their realization are suggested.
