Research object: all forms of grain producers in Ukraine and the whole system of providers' and trade companies. Research objective: to study the complex of problems that will clarify the reasons for loosing the previously achieved level and stability of the grain industry, to propose the more advanced system of transformation grain trading in Ukraine into the market economy based on the implementation of the recommended economic mechanism of the grain market exchange taking into account the world experience and national peculiarities. Methods: monographic, stistical-economic analisys, constructive and caluculative, dynamic data, statistical summaries, balancing connection, abstract-and-logic, personal analitical observations, evaluations, conclutions. Theoretical and practical results: theoretical and methodical approaches to the implementation of the economic instrument systems (hostage prices, hostage purchases, evaluation of their size and execution of intervention operations) on the grain marketare provided; methodical approach to the evaluation of the state and regional grain markets is made; scientifical, methodological and practical approaches to the improvement of the grain selling system and its components (legislation, pricing, market infrastructure) are presented. The role of the state agent as the guarantee of the state policies on the grain market regulations is substanciated. Models have sufficient applicational meaning and will be usefull in the operations of the central and regional management structures. Scientific novelty of the dissertation: the meanings of the grain trading system transformation and grain flows regulation economic essence are expanded; the necessity of the economic instruments system implementation for the effective grain market functionality in Ukraine is justified; scientific, methodological and practical approaches to the mechanism of the optimal volumes of the hostaged grain purchases determination and the level of its hostage prices are improved; the volumes of the intervention fund in the combination of both economic instruments are grounded. The matter of the interrelations of the grain export and volume of the national market (including the purchase capacity of the Ukrainian population) has found its further development; the methods of strengthening the state agent in implementation of the effective national grain market organization and regulation policies are established. Implementation level: the propositions were used for the preparations of a number of documents, in particular, Presidential Decree (Ukraine, 29.06.2000) "Concerning the undeflecting actiona on the grain market production and development stimulation", Ministry resolution (Ukraine, 21.07.2000) № 1141 "Concerning the implementation of the grain hostage prices paid to the agricultural producers", project of the Law of Ukraine "Concerning grain and grain market in Ukraine". Effectiveness: models are one of the practical steps to formulation of the operation economic surroundings on thenational grain market, to the preventing of the critically low level of the grain prices in the period of harvesting and increase of the supply (especially in July-December); to the improvement of the state regulation of the market in order to create stability.
