Skiba G. State regulation of investment and innovational activity in conditions of special economic zones and territories of priority development

Object of research - investment and innovational processes in conditions SEZ and ТРD. A subject of dissertational research - a complex of legal and organizational - economic mechanisms of state regulation of investment and innovational activity in region in conditions SEZ and ТРD. Methods of research - the statistical and graphic analysis; - methods of theoretical generalization and comparison; - formalization and economic-mathematical modelling. Scientific novelty of the received results - for the first time is developed universal economic-mathematical model for the analysis and forecasting of social and economic effect from realization of investment projects in region, the sphere of search of the decision in which is reduced before comparison of the offered or predicted effects from realization of the investment project in region with conditions and the purposes of the region; - Parameters which reflect investment appeal of the enterprise which take into account presence and efficiency of use of factors of manufacture of the enterprises, with the account to risk of realization of any kind of activity, and also factors of time, concerning the account of change of monetary streams in time with the help of the mechanism of their discounting are advanced; - application of a method of the accelerated amortization for stimulation of innovational processes (the method of the accelerated amortization in this case is compared to the interest-free loan for technical development of the enterprise) is advanced; - have received the further development: system of attitudes between the centre, region and economic subjects in territories SEZ and ТРD priority development; Prospects of development in Ukraine SEZ and ТРD, with definition of structure of problems, to risk and negative consequences which accompany with development SEZ and ТРD, and also offers concerning overcoming possible negative influence on social and economic development of regions and the state as a whole. Practical value of results of research - it isoffered techniques and recommendations which are a methodical basis of management of social and economic and scientific and technical development of region, they supplement the theory of management with region regarding new approaches concerning activity SEZ and ТРD, development of new mechanisms of state regulation of investment and innovational activity in region. Results of dissertational research, conclusions and specific proposals were the Programs of scientific and technical development of region in part used by development up to 2020.
