The object is agro-productive relations on low level administrative units-rayons under the condition of formation and modern agrarian policy development; the goal is theoretical and scientific substantiation of prior directions of agro-industrial complex (AIC) reform and elaboration of methods and mechanisms of effective realization of modern agrarian policy; the methods are statistical, monographical, economic-mathematical, grouping and comparative analysis of separate groups of commodity producers polls, collective analysis of problem situations and issues; novelty is first systematic complex monitoring and analysis of modern conditions of the administrative units-rayon are realized, prior directions and mechanisms of public regional policy realization are determined, methodical approaches to analysis of processes reforming AIC are improved; results is methodical aspects of public policy introduction at AIC of rayon, are worked out methods of analysis of reform processes at the AIC of rayon and mechanisms of determination of their efficiency are suggested.
