Object of research: management processes of small-scale business enterprises' development. Purpose of research: design of small-scale business enterprises' development management conception based on functional approach and mechanisms of its implementation. Methods of research: dialectic method, system approach, analysis and synthesis, economic and mathematical and statistical modeling. Results: definition of small-scale business enterprises via quantitative and qualitative criteria and notion and essence of small-scale business enterprises' development were made more accurate; classification of factors of small-scale business enterprises development was elaborated; on the basis of functional approach conception of small-scale business enterprises' development management was proposed, the conception meets modern conditions of economy in transition of Ukraine and allows to increase effectiveness of small-scale enterprise's development management; set of mechanisms of small-scale business enterprises' development management was worked out, in particular, normative, organizational and economic that allows to pass on qualitatively new management level and increase the efficiency of state and regional small-scale business development programs; model of small-scale business enterprises' development management was designed, model's implementation allows to find out the influence of credits amount issued by commercial banks to small-scale enterprises, return on these credits and average interest rate of banks' credit portfolio onto sum of tax earnings from small-scale business enterprises to regional budget; model of regional factors influence on small-scale enterprises development under conditions of special investment activity regime was designed. It allowed giving scientific background to new approaches as to management of long-range planning of small-scale business enterprise's development in order to increase the effectiveness of their activity under conditions of special economic areas and high-priority development territories. Novelty: theoretically grounded the author's definition of small-scale business enterprises' development and classi-fication of factors that influence it; conception of small-scale business enterprises' development management, which was firstly based on functional approach; complex of mechanisms of small-scale business enterprises' devel-opment management which includes normative, organiza-tional and economic mechanism; model of small-scale business enterprises' development management which at the first time allowed to determine the influence of credits amount issued by commercial banks to small-scale enter-prises, returns on credits and average interest rate of credit portfolio on sum of tax earnings of regional budget; model of regional factors influence on small-scale enterprises development, that was firstly developed under special regime of investment activity. It allowed giving scientific background and making the choice of management of further development of small-scale business enterprises in order to increase the efficiency of their financial and pro-ductive activity within special economic areas and high-priority development territories.
