Based on complex hygienic study of radiation hygiene regulations, which act at the late phase of the accident at the ChNPP as well as radiation monitoring and realized countermeasures, critical elements in these components of the radiological protection system were found. At this basis approaches for optimization of radiation hygiene monitoring and hygienic principles and criteria for planing and implementing measures for territories, affected by the accident at the ChNPP, were substantiated.
