In the robot the system economic analysis of essence and features of formation of a control system of flexible development of the enterprise in transition economy is carried out. The given author's interpretation of categories "development" and "management of development", that is key in the concept "management of flexible development of the enterprise". The development of the enterprise in transition economy analyzed in a context of achievement of competitiveness with the help of the mechanism of management of expenses, which main element acts structurization of expenses at a stage of distribution and redistribution of resources in view of change of dynamics (changes) and structure of market demand. The analyzed mechanism of influence of life cycle of a product (enterprise) on formation and realization of system of strategic management of development of the enterprise in market environment. The developed roads of achievement of competitive advantages of the enterprise on the basis of the concept of management of expenses, which main element are optimization of expenses of the enterprise depending on a conjuncture of the market.
