Bulegenov E. The reforms of agriculture of Ukraine and Kazakhstan during independence years and ways of economic relations improvement

Object of research: agrarian sector of Ukraine and Kazakhstan. The purpose of research: a theoretical-methodical substantiation and estimation of results of agrarian reforms in the after socialistic countries, analysis of general and distinctive features of agrarian reforms in Ukraine and Kazakhstan, study micro- and macroeconomic system of managing. Methods: the system analysis, statistical-economic, groupings, indexes, monographic, expert estimations, historically-economic, abstract-logic, structurally functional, graphic, system-functional, account-constructive and balance, comparative analysis. Theoretical and practical results: the offers on improvement of formation of the market mechanism through an estimation of economic, financial-budget, tax, credit and other levers of state regulation of agrarian manufacture in transformation conditions of managing are developed; the model of strategic directions of the extended process of reproduction in agricultural formations AIC, directed on increase ofa production efficiency is developed. Scientific novelty: the circuits of organization management in new conditions of managing, and also economic mechanism of influence on quality of agricultural production for the first time are developed; the features reforms of an agriculture of Ukraine and Kazakhstan for years of independence in the basic determining coordinates of agrarian policy are revealed. Degree of introduction: the offers on the further strengthening of the economic relations in agrarian sphere between Ukraine and Kazakhstan are fixed in a basis of the project of the Program of coproduction of agricultural engineering by the enterprises of Ukraine and Republic of Kazakhstan in 2002-2006 years. Efficiency: use of results research will allow to develop measures on increase of efficiency of branches АПК.
