The dissertaition is devoted to the actual theoretical and practical problems of the legal and organization basis of institution' activities dealing with the prevention of juvenile deliquency: Criminal Militia Department for Combating Juvenile Deliquency, special secondary and vocational schools which are focused on rehabilitation of juvenile offenders, jails for juvenile offenders, correctional labour institutions, courts,orphanages and other establishments. It determines the role of these institutions in the system of the state power organs, their legal status and functions
