There were revealed the regional factors of the forming of the small enterprises sector, revealed and estimated their influence on the peculiarities of the functioning of the small enterprises in the sphere of their economical activities. The method of integral result estimating of the functioning of the regional small enterprises, the methodology of the estimating on the potential to the entrepreneurship, the model of functioning and development of the small enterprises concerning its life cycle and type of the competitive market was developed.
