Essay

In the dissertation Pavlo Skoropadsky's views of state and law are studied. Three stages of development and formation Hetman's political and legal views are distinguished. The main political and legal views are the conception of institutical sovereignty (Hetman's sovereignty), the conception of labour monarchy and the conception of security system based on the concept of necessary restrictions of human rights, on the state compulsion and supremacy of law. In the dissertation the role and the place of P.Skoropadsky's political and legal views in the formation and realization of the ideas of Ukrainian conservatism and monarchy as a form of state are shown.
