Essay

The dissertation elucidates the legal issues of the European Union Common Transport Policy (CTP). The author gives the definition of the CTP, describes the tendencies of the CTP development, CTP international legal status and its elements.The thesis deals with the concept that the close cooperation of international law and the law of the European Union as a specific feature of the CTP. In the analysis it is also shown that the legal mechanism of transport services brought to life two different models of the legal regulation of European economic integration which are positioned at the interstate and supranational levels. Besides, the author describes the organizational and legal mechanism of EU CTP as represented by the main EU institutions with the specialized transport structures within the EU framework as a CTP component and its legal acts.The essential part of the thesis is devoted to the investigation of a legal basis for promoting cooperation in transport services between EU and Ukraine which is constituted by the Partnership and Cooperation Agreement (PCA). As a PCA is a basic agreement regulating the EU-Ukraine relations the author's idea shown is that the more detailed and specific transport agreement is needed for further development and improvement of the Ukraine transport industry and its European integration.
