Object of research - information maintenance of management of activity of higher educational establishments on granting services. The purpose of research - mining of theoretical the rules and methodical recommendations on formation of information base of management of higher educational establishments . Methods of research and instrumentation - deductive-nomologice model; relevant logic; a method quantification; a principle of system; the continuous analysis; heuristic methods and technique portfolio of the analysis. Idealized outcomes and novelty - substantiation of necessity of complex segmentation of the market by study of three components; improvement of the approach to definition of attributes of segmentation on the basis of study of specifity of object; the proof of expediency of formation of base of the administrative decisions of organizations appropriate to dominant attributes of segments of the consumers and services. Practical outcomes and novelty - technique of segmentation of the market with use of a principle of system; method of reception of segments on the basis of spatial and temporary restrictions; the methodical recommendations for modeling behaviour of the consumers. A degree of an intrusion - scientific the rules are debated at 5 conferences, are published in 11 transactionses and are inserted in 4 high schools. An orb of usage - educational establishments.
