Object - institute of local self-government (LSG) as multivariate and functionally mobile phenomenon; aim - to expose the features of forming and development of the LSG institute in Ukraine; methods - system analysis, structural-functional, comparative, historical, institutional, normative-valued approach, all-scientific methods; novelty - a new composition of the self-governing system is created - model of responsible position and complex approach to the legal regulation of LSG is formulated; results - the matrix of democracy of participation in LSG is produced and the project of future development of the LSG matrix is proposed by creation of noosystem - neopolis; it is introduced in research sphere, into training courses on theoretical and comparative political science; fields - professional training, theory of politics.
