Pogorelova Z. Legislative process in Ukraine: theoretical and practical aspects.

The thesis encompasses theoretical and theoretical and theoretical aspects of legislative process. The author studies the core of the legislative process, defines principles and criteria of the legislation assessment. In particular, pointed out are such: conformity of constitution of Ukraine with basic constitutional principles in the world guarantees of personal freedom and rights etc. Among those special attention is placed upon the scientific justification of Legal Acts. Particular attention is focused at the process of drafting acts. The author proves it necessary to plan the process. The planning in itself proves to effectively stipulate the legislative process, its phases in particular. The thesis emphasizes the role of Main Scientific Expert Department of Verkhovna Rada's Organizational Section in the scientific expertise of legislative drafts. Attention is dwelt on the need to improve practical side of the legislative initiative implementation right.
