Popovchenko O. Machineries of state administration of power - saving in Ukraine industrial complex.

The subject of research are the processes of power - saving in Ukraine's industrial complex. The objective of this dissertation is the substation and development of new state mechanisms of managing the power-saving in Ukraine's industrial complex under the transformation conditions of the national economy. Methods of the research are: the abstract - and logical ones, methods of, synthesis, systematic - and - functional one, method economic - and - mathematical modeling. The scientific novelty of results gained is as follows: for the firt time it was grounded that the category of "power - saving" performs a methodological; there has been further development of: the essence and contents of the notion "power - saving" as an economic category, substantiation of preserving the role of a state order, the improvement of principles of forming an ideology market on the basis of setting up new organizational - and - economic structures in the power industry and the use of principles and methods of scenario developing an economic mechanism how to overcome the regional power lag. Practical significance of the results achieved is as follows: a mechanism of securing the new organizational structure of energetics is suggested; a scheme of financial flows into the new scheme of the power industry industrial - and - financial group is suggested; decisions concerning the set of tasks on how to optimize the power - saving on the basis of a single criterion together with determining an integral index of power - saving are conducted/ The results of the given dissertation were used in practical activities of the Central administrative Board of economy of Donetsk regional state administration the permanent committee on the fuel - and - energy complex of Donetsk regional Council, as well as in the educational process in Donetsk academy of management.
