The object is the efficiency of forming of the regional food market. The purpose is the is working out mechanisms of effective functioning of food market on generalization of the theoretical bases and practical experience. The methods are calculation-constructive, expert estimations; marketing methods and extrapolation; method of pair comparisons on the basis manymeasure scaling; methods of quantitative levels estimation and indicators of food safety, level determination methods and population life quality. The results of the differentiated functioning criterions system and monitoring methods of food market are offered; aspects of theoretical functioning and dominance peculiarities of food market on the food safety are further developed; the mechanisms of adaptation food market in competitive conditions are made more precise; the methods of prognostication food market on the basis objects of differentiation and methods of dependence on prognosis period and methodical approaches of standard estimationof population's level with calculation of index of human development are made more precise; the method of estimating of fundamental and specific risks are further development; prognoses of the development of the regional market food for 2005 y. and 2007 y. on the basis the indicators of the food safety has been worked out. The sphere of application is the educational process of agrarian educational establishments and state department to designing of diverse arrangements on adjustment of conditions of the food market.
