Slugovin V. The transformation of the system of state management in military sphere

Object of research - process of transformation of the Armed Forces of Ukraine. The purpose of research - development of theoretical rules, methodical approaches and development scientific - practical of recommendations concerning transformation of existing system of state management Armed Forces of Ukraine in conditions of democratic reforms. Methods of researches - axiomatic; uniform similarity; abstraction; modeling; comparisons; empirical, reengineering methods of business-processes; the system approach. The practical significance of the received results consists in because developed in the dissertation the organismic concept of management of military sphere represents a theoretical and methodological basis of perfection of system of state management of the armed forces, which allows to generate a complex of measures directed on adaptation of this sphere to public life to requests of system of world safety and to speed up transition of the state to professional army. The scientific novelty of the received results consists in because for the first time is determined the contradictions between political, social and system essence of army, and also the influence archatypes of the Ukrainian culture on stability of the democratic tendencies in the state is established; The directions perfection of modern system of state management of the armed forces are offered on the basis of the selected base parameters of system of state management, which answer mechanistic and organismic concepts of the circulation of systems; the matrix model of positioning of authorities military commissariat for the substantiation of a adaptive degree of this body of management in modern conditions is developed. The methodological base of adaptation of the Armed Forces of Ukraine to requests of system of international safety is advanced by its addition by reengineering technology of business-processes and basic rules of the system approach; the methodical approaches to formation of model of territorial centre of acquisition forces-body of military management, in what is planned to transform the military commissariats agrees to the current legislation. Have received the further development principles of the substantiation of interrelation between potentially possible types of system of state management both ratio of centralization and decentralization of authorities in bodies of state management; principles of management of the Armed Forces of Ukraine on a basis "prussian" and " anglo-saxon" of models of state military management.
