Essay

The object is the system of public administration in the sphere of Health Care in Ukraine; the aims of research is the improving of organizing and legal mechanisms of public administration in the sphere of Health Care institutions activity directed to preventive measures of professional infringements of the law, improving of the quality of medical assistance and legal protection of members of staff of Health Care sphere by the way of conceptual modeling of medical-legal service; the methods of investigation are the complex of general scientific and special methods; the new approach lies in the substantiation of the functioning of the system of Health Care institutions according to medical-legal characteristics and new approaches in the sphere of public administration, which together can solve the important problem of making better the checking and the estimating of the quality of medical assistance preventing of infringements of the law in the medical practice, legal informing and legal protectionof members of staff of Health Care sphere and patients; the main results include substantiation of conceptual model of medical-legal service with the rendering concrete its tasks, functions, structure and plan of administration; all this thesis has been implemented into the scientific research DR 0100U006458 "Reorganizing and optimizing of administration of the system of medical assistance under conditions of market transformations of the society" and has been taken into account by Ministry of Health Care of Ukraine when working out some normative-legal acts.
