The approaches towards defining the structure of agrarian resource potential and tendencies of its qualitative and quantitative indicators change in the process of property relations transformation in agriculture were suggested in the regional aspect. The evaluation of agrarian enterprises resource potential was examined, recommendations and directions of its effective usage in the process of agrarian complex reformation to market conditions were defined.The new model of forming basic technical and economic indicators and perspective parameters of specialized on milk and beet production farms’ operation by using normative-constructive method was elaborated.
