Ribalka А. Shaping efficient managerial system of housing-public facilities in large industrial centres

Object of research - process of market transformation of municipal management of housing-municipal sphere of the large industrial city. The purpose of research - development of model of effective management of market reforms HPF in scale of the large city and determination socially of safe stages of its realization. Methods of research - qualitative and quantitative system analysis of processes, index, construction of numbers of changes, structural and variational analysis, logic and statistical generalizations. The practical significance of the received results consists in construction of model of management theoretically reasonable and adapted to features of functioning HPF of city, that has allowed substantially to open set and sequence взаимосогласованных of actions in sphere of reforming of a housing -municipal complex. The scientific novelty of the received results is, that an objective estimation of conformity to the available information the specifity HPF of city as week structured system for the first time is carried out, is offered the system-logical approach to formation of information base, which substantially displays object of management; the matrix model of management of market transformation HPF is developed which unites necessity and resource opportunities of the decision of problems of area. Have received the further development the substantiation of the main part of bodies of a local government in the decision of a complex of problems of housing-municipal sphere of city and structuring of the basic functions of management by it; administrative methods of overcoming of the contradiction between social, unmarket as a matter of fact by purposes of functioning HPF and economic, market methods of its development. Are specified the order of transition from the theoretically reasonable administrative problems in housing-municipal sphere to the comfortable set of practical measures on its gradual reforming; information display week structured system (HPF) for the purposes it socially of safe market reforming.
