The dissertation is devoted to studying, generalization and solving the problem of the debt growth decreasing and the payment level increasing in the settlements of the electric power supplying enterprises with wholesale supplier and its consumers in the circumstances of natural monopolism and Ukrainian economy transition to market relations. It is found, that the debts to the electric power manufacturers is caused by credits and debts unbalance of wholesale supplier, electric power supply enterprises and consumers debts because of incomplete payments for electricity in conditions of money deficiency. To decrease the growing up creditor and debtor electricity debts of electric power supplying enterprises is possible by means of consumers' electricity payment level increasing and commercial losses decreasing. The main approaches for the tasks realization are development of the set-tlements system for different consumer categories and improvement of electric power sale control. It is improved the electricity debts decreasing mechanism of electric power supply-ing enterprises due to acceptance and L/C payment forms differentiated application using the uniform settlement document - payment invoice, depending on consumer's solvency, and due to operative unit records and continuous control of the electric power consumption and paying, attracting entrepreneurs in order to stimulate the personnel. As for the consumers which can make a commodity provision of their obligations it is necessary for electric power supplying enterprise to diversify its economic activity so as to participate in the commodity selling in order to increase the electricity payment level and to attract financial intermediary in order to provide due payment to electricity wholesale supplier.
