Orlovskij O. Legal status of citizens' self-organization bodies

Dissertation is a scientific research of theoretical and practical problems, related to normative and legal regulation of citizens' self-organization bodies status in Ukraine. Based on system analyses of legislation in Ukraine, on revealing of contradictions and normative gaps, a new approach to both understanding of citizens' self-organization bodies place in the system of local self-government, and perspectives of legislative adjustment of their status are developed. The novelty and systems research intensify historic, legal and comparative aspects, as well as results of sociological surveys. In research it is offered to give as wide rights as possible to bodies of local self-government on regulating issues of formation, performance and liquidation of citizens' self-organization bodies, limiting herewith legislative regulation of these issues. That would promote the accountability of village, settlement, and city peculiarities. As the result of such approach the conclusion about the necessity of abrogation of the Law of Ukraine "On citizens' self-organization bodies" with proper amendments and supplements into the Constitution of Ukraine and Law of Ukraine "On local self-government in Ukraine" is made.
