Skydan O. The formation of regional and agrarian policy of food security

The object of research: process of production, distributing, consumption, maintenance of food safety and quality at the regional level, particularly on the radiation polluted territories in Zhуtomуr oblast. The purpose of research: the theoretical and methodological substantiation and development of the basic directions of the regional agrarian policy of food security on the regional level. Methods: a dialectical method of knowledge, scientific abstraction, statistical and economic, monographic, sociological interrogations, an expert estimation, the analysis and synthesis, settlement-constructive, abstracts and logic. Theoretical and practical results: The theoretical results assist the enrichment of the conceptual device and research approaches to the formation of the regional agrarian policy of food security, a deepening of knowledge of methodological aspects of development of the agrarian policy. The practical value lays in the possibility of results using by specialists and operators of the agrarian market. The obtained results also assist to improving the process of regional agrarian policy of food security formation. Research novelty: for the first time it is proved the priority place of food security problem in the regional agrarian policy and determined complex system of measures for their realizing. The cholistic way of looking at solving the problem of food security; the necessity of regional agro-industrial complex development on claster basis, the lines of improving the policy in the sphere of quality and safety of food as well as the dietary of the people, the ways of localization and neutralization some basic factors which determining the low level of regional food security are proposed. The conceptual device of the problem of food security, indexes of food security, their systematization and relations are specified. Degree of introduction: the results of research are introduced by State Administration in Zhytomyr oblast, Central administrative board of the agriculture in Zhytomyr oblast, State Administration in Andruschovka of Zhytomyr oblast, and also in educational process of the State University of Agriculture and Ecology. Efficiency: the results of research form the concepts of formation of the agrarian policy on the regional level. Sphere, area of use: agriculture economy and agrarian and industrial complex.
