Object - role of professional bureaucracy in the management of society; aim - analysis of mechanisms of effective management in activity of state organs, search of optimum management model for Ukraine and place of manager in it; methods - system, retrospective, chronological, comparative, structural-functional, empirical; novelty - the complex analysis of bureaucracy as the socio-political phenomenon is first carried out and features of its modern interpretation are explored; results - the analysis of efficiency of activity of bureaucracy in open and closed systems is carried out and, the features of development and functioning of bureaucracy in Ukraine on different stages are exposed; it is introduced in base training courses of political science; fields - professional training, theory of politics.
