The dissertation research analysing some problems of the Civil Consensus as a premise for Civil Society in Ukraine (in Crimea).The author consider society like a structure wholeness, across social system of coordinates, he investigate standing of power: from the power's authority to the authority of power; foundation an idea of Civil Society, ways of its realization, analyzing main characteristic. The research of this problem in conditions of Ukrainian transformation, make reduction for Crimean's level. The ways of guaranty of the Civil Consensus preference dialog between cultures and confessions in context of the political multiculturalism. Using results of ethnic societies activity, first steps of local self-ruling, NGO's activity.
