Essay

In a thesis is realized of political science a case study of local home rule, the theoretical analysis of reachings and practical development of the given institute is given with the purpose of clearing up of the basic composite model of local home rule adequate to modern Ukrainian realities. The concepts "centralization" and "decentralization" as a fundamentals of shaping of domestic model of local home rule are examined, the admissible degree of decentralization of a system of admini-stration of government is defined. The measure of security are offered. The basic approaches to comprehension of an essence, functions, problems and perspectives of institute of local home rule are considered. The perspectives of political participation of the population and those factors are designated which promote development of the democratic shapes of control. A level of development of political culture of the citizens on an example Poltava and other regions of Ukraine sepa-rately is considered. Thus, the attemptof systematization of the given experience is realized, the tendencies of further influence on an excavation of democratic processes in the country are designated. On the basis of the analysis of the tendencies of shaping of regional elite and local lead, which took place recently in Ukraine, their role in development of democratic processes in the country is defined. Is exhibited, that the local home rule as a social-political phenomenon is a universal mode of liquidation of the historically stipulated inconsistency between the state and society by overcoming disposal of the population from authority.
