Essay

The object is water management and land reclamation complex of Ukraine as a whole and Kakhovka irrigation system in particular; economic, ecological and social aspects of their development and functioning. The objective of the research is to ground priority directions and mechanisms of increase of Ukraine's water management complex resource potential use efficiency aiming the irrigated agriculture sustainable development under the market conditions. Methods used are monographic, statistic-economical, system, factor, casual-chain and end-point analysis. The novelty is the elaboration of theoretical and methodological principles and grounding of directions and mechanisms of increase of Ukraine's water management complex resource potential use efficiency in the whole as well as of Kakhovka irrigation system particularly. The outcomes are theoretical provisions concerning socio-economic and ecological prerequisites for arable lands irrigation development in Ukraine; specification of role and position of irrigated agriculture in food safety problem solution and ones of the state in regulation and economic support of food producers using irrigated and drained lands.
