Essay

The dissertation is devoted to the theoretical, legislative and practical problems of administrative-law qualification of car-driving offences. Logical and methodological prerequisites of definition concepts "administrative-law qualification" and "qualification of the administrative offence" are described. Corresponding definitions are formulated. On the basis of analysis of national legislation, administrative and trial practice, statistical data, necessity of wide spectrum of changes to Chapter 10 Administrative Code of Law and some Departmental Orders is substantiated. Important practical recommendations of road-traffic safety supervision improvement have been made.
