Essay

The object - is the hieratic administrative structure. The objective - is the scientific and theoretical justification of the essence and the peculiarities of the centralization as well as decentralization in the state hierarchies administration, their influence upon the development and functioning of the arbitrary structures of administration. The methods - are analyses, synthesis, systematization, synergetic, observation, scientific identification, comparative analyses, and generalization of the administrative experience. The newness - is that the peculiarity of the definition "non- linear hierarchy" in the system of public administration has been defined; the necessity of different possible types of organization structures usage in the state non-linear hierarchies has been scientifically justified. The results - are that the definition of the subsidiary principle as a practice of the constant redistribution of the job responsibilities among the administrative levels has been improved; the necessityof the non-linearity while investigating state hierarchies has been scientifically proved; the dependence of the arbitrary systems of administration on the processes of selforganisation and directed organization attempts has been defined.
