Analysis of present methods and means of obtaining weather information is made, disadvantages of each of the methods are shown, the necessity a new radar remote sensing method is proved; models that connect radar signal characteristics with dynamic processes in weather object are described and developed new ones, Doppler and Polarimetric, with taking into account wind influence on shape, orientation and motion dynamics of radar signal scatterers; experimental data are compared with the results of the mathematical modeling; efficiency of the proposed approach is proved by the experiment. The main results of the work can be used for the development of specifications for new onboard and new ground based weather radars to provide safe navigation and ATC.
