Mashko G. Mechanisms to local budgets management (on example of towns without regional partitioning)

Object of research - process of management of the budget of territory. The purpose of research - determination of necessity and opportunities of activization of a role of the local budgets in budget system of Ukraine and development of the offers on formation of an effective system of management of the finance of territory. Methods of researches - methods of the analysis and synthesis, induction and deduction, economic-mathematical and statistical, method of scientific abstraction, balance modeling, correlation analysis. The practical significance of the received results consists in an opportunity of their use in practice of perfection of budget and tax systems of Ukraine, interbudget relations and mechanism of budget regulation, reforming of the local taxation, at the substantiation of the purposes and problems of state regional politics, nation-wide and local programs of support and development of local economy. The scientific novelty of the received results is, that for the first time it is offeredto conduct realization of strategy of development of territory on the basis of logistic principles; the necessity of realization of the analysis of a competitiveness of territory for the investments on model of five forces of a competitiveness of М. Porter is proved; it is offered to use for an estimation of priorities of the purposes of development of concrete territory ранжирования of requirements. A technique of budgeting process in management of territorial financial resources; process of realization of monitoring of a socio-economic condition of concrete territorial formation; a technique of formation of a profitable part of the local budget at the expense of inclusion in the formula of account of a basket of the incomes "of an index of cover" are advanced. A direction of economic and social development of municipal formation; the approaches to determination of directions of actions of budgeting process in management of financial resources of territory have received the further development.
