Essay

On basis of history-law investigation first introduced in scientific sources circulation reformative tendencies of regional government of S. Crym, activity of Sovnarkom of Crimean SSR, southern Russian power during the main stages of civil war in late 1918 - 1920 were analysed. The essence of three models of Crimea state system is deferment in the work namely Parliament republic with unitary form of state system and liberal democratic type of state legal regime of S. Crym; territory autonomy in the form of Crimean SSR with elements of total regime of Bolshevik party dictatorship; monarchic form of governing and military authoritarian regime of A. Denikin, complemented with the idea of federal formation and wide self governing of P. Vrangel. Factors which influenced on the formation of S. Crym regional government in November 1918 were studied: the presence of Antant military batch; forces of Red Army - for Provisional Crimean workers-peasants government. The government of A. Denikin and P. Vrangel wereacting with military forces of the South of Russia. The author's conception of law regulation of the main spheres of activities is introduced. The general features in law-marking activities of antibolshevik's regime and their application by state formations of Russian empire are determined state-law mechanism of Crimean SSR is studied, state-normative mechanism securing legislative, executive and legal power is investigated. Proper appreciation is given to political regime.
