Shkabaro V. The constitutional-legal status of the city in Ukraine

The dissertation is devoted to the research of the theoretical and practical problems of the constitutional-legal status of the city in Ukraine. Such notions as "city", "constitutional-legal status of the city", "functions of the city" are defined. The author describes a place and a role of the city in the system of the administrative territorial division, analyses the basic stages of the establishment and development of the legal status of the city, gives the classification of cities according to the author's grouping. The paper investigates problems of the city as a subject of the constitutional-legal relations, functions of the city and a competence of the city authority, guaranties of realisation of urban rights and the liability of the city authority. The national legislation in sphere of the constitutional-legal status of the city, local normative acts of the city authority and the international normative-legal acts, that determine the standards of organisation and development of the city and themunicipal democracy, are analysed. In the dissertation there are definite propositions concerning the improvement of the existing legislation in sphere of the constitutional-legal status of the city in Ukraine
