Fomenko S. The effectiveness increasing of functioning of grain-provision subcomplex in Lviv region.

Subject of inquiry: is industrial and economic activity of agrarian and industrial bodies in Lviv region. Goal of inquiry: is to determine ways to improve economical efficiency of grain-food production and to ground mechanism of its rational development in the region Methods: Methods of comparative and economical-statistical analysis; system approach; method of grouping; method of economical-mathematical modeling; method of technical-economical calculations. Theoretical and practical results: estimation of condition and change tendency of production in grain-food subcomplex of Lviv region; proposed complex of measures intended to improve its economical efficiency and aimed at increasing of profitability of agricultural enterprises from production, storage, and processing in market conditions which would facilitate further development and formation of new legal-organizational structures. Ground optimization of sizes and structure of sown areas which will increase efficiency of grain crops production. Organization of joint-stock company, scheme of shares division among its members, foundation of servicing cooperative societies in grain-food subcomplex aimed at improvement of economic relations between its elements has been suggested. Regional and district agricultural authorities as well as agricultural agricultural enterprises have used results of the research in order to develop long-term plans, business plans and business forecasts. Scientific novelty: optimal balance of grain crop based on accounting of population consumption rate and cattle breeding needs as well as ensuring maximum profitability of the branch has been grounded; this enables predicting rates of further growth of the regional grain-food subcomplex; way of improvement of economic relations between branches of the grain-food subcomplex has been proposed; it involves reformation of pricing mechanism, ensuring sharing of income from finite results of activity among participants of technological chain based on grounded income rate for invested capital for each branch; improvement of methodological approaches to estimation of economical efficiency of the grain-food subcomplex in market economy conditions, which would account utilization resources and maximum satisfaction of consumer needs; adaptation of economical-mathematical model of optimization of sizes and structure of sown areas to regional conditions which takes into account natural-economical factors, ensures rational use of resources, stimulate quality improvement and competitiveness of products;define ways of integration of agricultural complex partners, which includes using cooperative societies of agricultural producers, storing and processing enterprises and ensures stabilizing development of the grain-food subcomplex; tendencies of changes in formation of the grain-food subcomplex of Lviv region based on complex estimation of rates of efficiency level of grain crops production, storage, and processing have been generalized. Level of implementation: results of research and recommendations of the author are taken for implementation by department of agriculture and food of Lviv regional state authority and Zhovkva district state authority as well as by "Agrolan" limited company. Effectiveness: results of the research elaborate directions of grain crops production and processing efficiency improvement on the regional level.
