Beganskaya I. Government control and target programing of steady social development in region.

The object of research are the processes of the public control over the human reproduction and use of the labour potential as the most significant constituents of the mechanism of the state securing the social stability. Methods of the research are the general scientific methods of the logical generalization, instruments of the qualitative and quantitative analysis, analysis of indices; mathematical statistics; economic-and- mathematical methods; systems approach; comparative analysis. Scientific novelty of results obtained: for the first time: a minimum of components which are indispensable for creating and functioning the civilized labour market; a mechanism of interacting different factors of production, formation of the income and reimbursement of costs on the functioning workforce and means of production under conditions of the market economy on the state level (i.c macrolevel): improvements of: guidelines of the state control over the use of social transfers in the period of social and-economic transformations; approaches with reference to the efficient target programming the permanent social development in the region; further development in the region. Practical significance of results obtained: principal problems and ideas concerning the perfection of the contemporary mechanism of the state control over use of social transfers and directed, first and foremost, to the financing of the younger generation progress and public health; creating the conditions for the social protection of the population is full conformity with ratified public social standards is offered. The regulations and conclusions of the thesis were used in the process of compiling a regional social budget of Donetsk region for the period of 2000-2004 and the forecast of its indices till 2010, schemes of the integrated automatized system of governing the permanent social development in the region were improved considerably Principal scientific ideas and practical recommendations are used by different local and district bodies of municipal self-government in Donetsk, Makeevka, etc, in the process of working up different programmers of employment of the population and programmers of the social-and-economic development.
