Guliyev A. Peculiarities of the Institute of the Presidency in Ukraine and the Azerbaijani Republic: State-Administrative Aspect

The object is the complexity of the relations regulated by norms of constitutional and administrative law that define the authorities of the Presidents of Ukraine and Azerbydzsanskay Republic. The objective is the scientific and theoretical justification and generalization of the formation and functioning of the institutes of presidency in Ukraine and Azerbydzsanskay Republic, the influence of the mentioned above processes upon the quality of the mentioned countries in the highlighted countries. The methods are - historical, systematic, dialectical, sociological, comparative, structural and functional, prognostic. The newness is that the institutes of presidency in Ukraine and Azerbydzsanskay Republic have been characterized as complete systems; possible ways of realization of the administrative authorities of the Presidents in the mentioned above countries have been analyzed. The results are that the methods of public building in the conditions of modern public administration in Ukraine and Azerbydzsanskay Republic have been defined and adapted that are used for certain public administration issues; the development of the president influence mechanisms upon the law process has found its further development.
