Kulaga E. Constitutional grounds of the develompment of the system of internal affairs of Ukraine.

In the thesis disputable question of constitutional grounds of the develompment of the system of internal affairs of Ukraine are analysed. Taking into account the analysis of scientific works, international and national normativ-legal acts, generalization of practice the main characteristics of a lawful country appointed in the Constitution of Ukraine are under consideration: normativ-legal (law under the lead), human-lawful (confirmation and guarantee of rights and freedom of a person as well as a citizen) and institutional-lawful (the principle of power division) from the point of view of its embooliment in the legislation which regulates organization and activity.
