The thesis is dedicated to the study of constitutional personal rights and freedoms of a human and a citizen and the role of internal affairs bodies in their ensuring. The thesis analyzes the genesis of historical development, theoretical elaboration and normative strengthening of constitutional personal rights and freedoms of a human and a citizen. The personal view of the notion, nature, types and content of the rights of such kind of human is offered. The mechanism of realization of each constitutional personal right and freedom of a human and a citizen is specified. The role of internal affairs bodies in ensuring constitutional personal rights and freedoms of a human and a citizen, their powers, forms and methods of activity in the given direction is studied. The proposals on improvement of legislation as to effective regulation of constitutional personal rights and freedoms of a human and a citizen and the process of securing these rights by internal affairs bodies are introduced.
