Essay

Object - activity of the test centers and laboratories of Ukraine. The purpose - development of theoretical both scientifically methodical positions and a substantiation of practical recommendations concerning development and improvements of quality management systems models in aggregate with adaptation of organizational management structure, development of its normative maintenance. Methods of research: complex and system approaches, the economic analysis and synthesis, an index method of the analysis, a method of the comparative analysis, rangyroving and expert estimations. In work the conceptual model of the organizational - economic mechanism of quality management systems the test centers and laboratories is developed, application of "accelerated" method of modeling of business - processes and a method of bench marketing for improvement of business - processes is offered. Application in activity of the test centers and laboratories of concept ТРМ for maintenance of management with use of the equipment is offered. The methodical approach to research of parameters of technical competence and application is developed on the basis of principles "Three R" (resource - result - reputation) level and index parameters of technical competence of the personnel. Results of research are introduced into practice of work of the test centers and laboratories. Sphere of use - the test centers and laboratories.
