Gorbunova L. Regulations: organisational and legal issues of legality.

The dissertation is devoted to the analysis of problems of realisation of the constitutional principle of legality in the area of the rule-making activity of law enforcement authorities in Ukraine. The essence, features and role of regulations in the national system of law sources are defined as well as propositions concerning optimization of keeping their legality by way of perfection of activity of justice authorities of Ukraine on the state registration, legal examination of the regulations are developed. It also investigates the rule-making aspect of legality as a determining principle of formation of the regulative system of legal regulation in Ukraine, the rule-making activity of enforcement authorities, the basic kinds of infringements of requirements of legality during development, coordination, adoption and the reference to the execution of regulations are defined. Propositions on improvement of legislative regulation and of practice of activity in the given sphere of the public management areformulated.
