Martynenko I. Criminalistic investigation of information about person's appearance by means of computer science

Об'єкт дослідження - is the process of identification of person on the basis of analysis of information about the features of his or her appearance with the help of modern apparatuses. Мета дослідження - is elabopation of mechanism of law regulation and organisation provision of criminal investigation information about person's appearance by methods and means of informaties, realization of which is directed on provision of effective usage of nowadays technologies in the activities of pre-trial agencies of investigation. Методи дослідження - historical, comparatively - historical, comparatively law, analytical, statistical, algorithmical. Наукова новизна - the thesis researches the development of theoratical bases and the structure of informational and analytical system of locating wanted with the help of characteristics of their appearance. The aspects of procedural legalization of application of scientific and technical means in the activity of law enforcement bodies are described. The guide lines ofapplications of achievements of computer science during the analysis of information on person's appearance are determined. Практичне значення - the practical value of the work is the theoretical conclusions and practical recommendations formulated as for the further learning of the problem of application of scientific and technical means during the analysis of information on person's appearance and improvement of the criminal procedure legislation. The principles and conclusions presented in the dissertation are being used in: a) legislative work to amend and supplement the current Criminal Procedural Code of Ukraine and the project of the new Criminal Procedural Code of Ukraine; b) practical activity of the pretrial investigation; c) in the teaching process during learning of the criminalistics and criminalistical computer science by cadets and students and public prosecutor's office while improving their skills. Предмет і ступінь впровадження - due to the results of investigation the proposals of the Cabinet of Ministers of Ukraine are prepared and directed to Criminal Procedural Code of Ukraine in force and project of the Criminal Procedural Code of Ukraine. The results of the dissertation are implemented to the activities of the State Scientific-Research Field-Criminalistic Center of Ministry of Internal Affairs of Ukraine, Scientific-Research Field-Criminalistic Center of Ministry of Internal Affairs of Ukraine of Vinnitsa Region, Solomyansky Regional Department of Ministry of Internal Affairs of Ukraine in Kyiv. The results of the dissertation are implemented in educational process of the National Academy of Internal Affairs of Ukraine, Odessky Law Institute of National University of Internal Affairs of Ukraine, Luganska Academy of Internal Affairs. Ефективність впровадження - conclusions and proposals are positively evaluated by experts.
