Sagir V. The administrative regulation of the natural monopolies (on the example of elektric power industry)

Object of research - processes of state regulation of natural monopolies in a context of common development and reforming of economy on competitive bases. The purpose of research - development of theoretical rules, methodical bases and practical recommendations for improvement of state regulation of natural monopolies. Methods of research - system approach, economic modeling, coefficient analysis, accounting and tax accounting, theory of systems, complex approach and financial management. The practical significance of the received results is that scientific - methodical recommendations for perfection of state regulation of natural monopolies are lead up to a level of the concrete offers and are introduced into power branch. The scientific novelty of the received results are for the first time scientific submission about electric power industry as system object of state management from positions of institution allocation in it potentially competitive and naturally exclusive kinds of activity is generated; the system approach to disclosing of subject structure, principles and toolkit of state regulation of electric power industry is realized; the classification of methods of state regulation in electric power industry under the forms of influence and means of influence is executed, are established casual and effectual connections between their form and means of influence; on a basis of synergetic paradigm the mechanism of introduction of an artificial competitiveness in electric power industry is developed; it is proved that the state regulation is capable to organize an artificial competitiveness in branch by definition of "initial" parameters of branch. The mechanism of state regulation of the prices stability in the market of the direct agreements and balancing market; the concept of development of a control system of the state corporate rights in electric power industry have received the further development. The methods of pricing on production of natural monopolies are advanced by transition from thewasteful approach and account investment compound to the rating profit on the capital; the methodical approaches to an estimation of the capital of the power enterprises with the purpose of rating the profit and of preparation of privatization; the expediency of application of the certain methods of an estimation of the capital is proved depending on a monopolization degree of separate kinds of activity in branch.
